Keeping Doors Open to Student Success: SCA5 and More Options

California families deserve choices. Know your options and take action.

Many homeschool families educate their children with fewer public resources, while charter and homeschool programs provide educational options that meet the diverse needs of students and families. Yet proposals such as SCA 5 have raised concerns among families and advocates who believe future education funding should treat all public school students fairly.

If you believe students should have access to educational choices without being disadvantaged in future funding decisions, now is the time to get involved.

Why SCA 5 Matters

SCA 5, known as the Education Equalization Act, is a proposed constitutional amendment. Before voters can decide on it, the measure must receive a two-thirds supermajority vote in both the California State Senate and State Assembly.

Opponents argue that charter school students are public school students and should not be excluded from future education funding measures. They also believe the proposal could increase existing funding disparities between charter schools and traditional district schools.

Fact Sheet

Step 1: Contact Your State Legislators

A few minutes of your time can help ensure lawmakers hear directly from families, educators, and taxpayers.

Find your representatives and contact them by phone or email.

Suggested message:

“Hello, my name is __________ and I live in __________.

I am calling to respectfully ask Senator/Assemblymember __________ to oppose SCA 5. Charter school students are public school students and should not be excluded from future education funding. Charter schools already receive less funding than district schools, and SCA 5 would create an even larger funding gap.

Please oppose SCA 5 unless it is amended to include charter school students equally.

Thank you for your time.”

Step 2: Join Organized Opposition Efforts

Advocacy groups across California are organizing community members, gathering public feedback, and communicating concerns to legislators.

By joining these efforts, you can help demonstrate the level of public concern surrounding SCA 5 and support a growing coalition of families seeking equal treatment for all public school students.
