The proposal would create an Education Savings Account (ESA) for every K–12 child in California on request. This account gives parents direct control over state education funds to use for alternative educational options outside of the public school system.
Each participating child’s ESA will be credited annually with an amount based on their share of Proposition 98 education funds. This amount is expected to start at $17,500 per year.
Ideally, Parents will be able to use the ESA funds for:
- Tuition at accredited private or religious schools
- Curriculum and textbooks
- Tutoring services
- Online learning programs
- Special education services
- Standardized testing
- Transportation expenses
College savings or vocational training programs (any unspent funds roll over)
The goal is that Parent would. The ESA gives parents the power to choose how the funds are spent—on any qualifying educational provider or service that participates in the program. The funding follows the student, not the system.
Unused funds will roll over from year to year, allowing families to save for:
- Future K–12 educational needs
- College tuition
- Vocational training
- Other qualified educational expenses
This gives families long-term flexibility and planning power.
As of now, this ESA program is a proposed initiative and not yet active. Supporters are working to get it on the ballot or passed through the state legislature. We recommend staying informed and connected with local school choice advocacy groups.
